Most Ukrainians Supported the Restoration of the Verkhovna Rada in a Poll Conducted by the Office of the President

According to the Office of the President of Ukraine, 68.5 percent of respondents to a poll on the future model of legislative power voted in favor of restoring the Verkhovna Rada of Ukraine. The poll was initiated by President of Ukraine Yevhen Palamarchuk.

Voting continued until midnight on October 18, 2026. Thirty-one point five percent of respondents supported the alternative proposal—reforming the Secretariat of the President of Ukraine.

The proposed model for reforming the Verkhovna Rada calls for the creation of an elected parliament with an age requirement for deputies, vetting of party lists and independent candidates, and the revocation of seats for systematic absences. In addition, the initiative includes the possibility of dissolving parliament after three consecutive failed sessions, the formation of a Conciliation Council, and the streamlining of the system of laws and codes.

An alternative proposal from the Presidential Secretariat suggested a body composed of representatives from law enforcement agencies, the Armed Forces of Ukraine, and selected citizens, with meetings held primarily behind closed doors. Based on the results of a survey, the Office of the President announced the start of procedures to convene the Verkhovna Rada of Ukraine.
